La Cuarta Reunión Global de Presidencias y Secretarías de los Procesos Consultivos Regionales sobre Migración (PCR) tuvo lugar en Lima, República del Perú, los días 22 y 23 de mayo de 2013. Auspiciada por el Gobierno del Perú y organizada en colaboración con la Organización Internacional para las Migraciones (OIM), esta reunión tuvo por objeto facilitar el intercambio de experiencias y puntos de vista sobre el valor y los beneficios de la cooperación y el diálogo en materia de migración, particularmente por lo que atañe a la manera en que se afrontan los retos mundiales que plantea la migración a nivel regional.

Bajo el extenso tema de Definir el lugar que ocupan los PCR en un Panorama de Migración Internacional Cambiante, la reunión instó a los PCR a examinar colectivamente las evoluciones esenciales en el panorama mundial de la migración y a reflexionar acerca de la función que desempeñan al afrontar los retos actuales de la migración.  La reunión, que se celebró con el trasfondo del Diálogo de Alto Nivel sobre la Migración Internacional y el Desarrollo, proporcionó una plataforma para la reflexión acerca de las posibles sinergias con otros procesos y foros relativos a la migración a nivel mundial e interregional. Con esa finalidad, se dedicó una sesión al intercambio de puntos de vista sobre las acciones previstas antes de la celebración del Diálogo de Alto Nivel, y reflexionar sobre los posibles resultados.
