The Philippines is a leading provider of international migrant labour globally and relies on migration as a driver of development. The Commission on Filipinos Overseas estimates over 10 million Filipinos are living abroad, including permanent, temporary and irregular migrants. While overseas labour migration is an overwhelmingly positive force for society, overseas foreign workers (OFWs) are also susceptible to various risks, including trafficking in persons (TiP), modern slavery, sexual exploitation and abuse, and other violations of their rights. In December 2021, Republic Act 11641 merged key functions of seven migration agencies in the Philippines and established the Department of Migrant Workers (DMW) with the mandate to "protect the rights and promote the welfare of OFWs, regardless of their status and of the means of entry into the country of destination" (Sec. 5, RA11641). However, despite strong commitment shown by the Government, as of June 2023, DMW still needs to hire more than 1,000 new recruits in order for the Department to be considered fully functional and have the capacity to deliver its mandate, as well as capacity development for existing staff.
Applying the whole-of-government and whole-of-society approaches, the project aims to institute stronger migration governance in the Philippines in line with international standards through support to the Department of Migrant Workers. It will do this by providing technical assistance and guidance that aims at strengthening the Department's institutional capacity in 1.) data and information management on migration to enhance evidence-based decision-making through support for the operationalization of the M&E framework on the National Action Plans and the development of structural design to inform the establishment of a centralized information management system and 2.) stakeholders' engagement to promote vertical and horizontal programme coherence especially on the governments’ reintegration programmes/services and migration orientation programmes.
