Chad
Located at the crossroads between sub-Saharan Africa and North Africa, Chad is a key origin, transit, and destination country for migrants, primarily from neighbouring African countries. In recent years, labour migration patterns in Chad have increasingly grown diverse and complex to include internal migration with the growing exodus of youth from rural areas to major urban centres, and temporary labour migration linked to short-term job opportunities in the informal and semi-formal sectors, including women and youths. Yet, despite these developments, labour migration movements are often irregular, and migrants, both Chadians and non-Chadians, are often victims of exploitation, and at an increased risk of abuse and human trafficking.
In light of the above, the objective of the project is to contribute to strengthened labour migration governance and protection of migrant workers’ rights in Chad.
The project will seek to do so by supporting the development of a legal framework on labour migration and increasing the government's knowledge on labour migration governance. To that end, the project will lead the Government of Chad to validate a draft bill and decree on labour migration governance and protection of migrant workers’ rights (Outcome 1) by making available to legislators a version of a draft bill and decree on labour migration governance and protection of migrant workers’ rights (Output 1.1) and informing key stakeholders on the developed draft bill and decree (Output 1.2); and will lead the Government of Chad to identify future areas of work based on demonstrated increased knowledge on labour migration governance in Chad (Outcome 2) by making available a gender-sensitive research study informing on labour migration governance in Chad (Output 2.1), improving the knowledge of government officials and civil society organizations on labour migration governance (Output 2.2) and conducting one study visit in a peer country for Government officials to learn about labour migration governance (Output 2.3).
