Though the Government of Rwanda (GoR) recently adopted its Third National Strategy for the Development of Statistics (2019-2024), the lack of data management in the field of migration continues to represent a major challenge. The national capacities to collect, produce and disseminate migration data vary considerably among different institutions and are often under-resourced. There is especially a need to strengthen the collection and utilization of labour migration data to ensure that relevant frameworks and tools are updated and reflect the country’s evolving socioeconomic and policy context. Of significant concern is the country’s skills shortages and the need to keep pace with needs of the labour market. This funding will support strengthening the GoR’s capacity to manage migration data, with a view to enhancing labour mobility frameworks and tools. To achieve this, the project will establish a dedicated coordination mechanism for data migration governance (Outcome 1) and set up protocols for data sharing across various Government departments and agencies. Secondly, the project will support the utilization of migration data to address labour market skills shortages (Outcome 2). It aims to do this by updating the Occupations in Demand List, which identifies the country’s skill gaps in order to inform labour migration policies, and has not been updated since 2013. Additionally, the project will use migration data to develop a labour market testing framework in order to manage and regulate labour migration from other countries into Rwanda, in general, and to the East African Community (EAC) Partner States, in particular. Ultimately, the project aims to effectively utilize data to facilitate labour mobility in Rwanda, while also supporting sustainable data management by the GoR.
