Sri Lanka
With approximately 1.6 million Sri Lankan working overseas, Sri Lanka has grown cognizant of the fundamental role that safe, fair and secure foreign employment can play for socio-economic development in the country. As of today, Sri Lanka is facing a severe fiscal and monetary crisis, and, vis-à-vis this scenario, has identified a need to invest in strengthening its institutional capacities to better capitalize on and harness the potential of foreign labour to ensure secure livelihood and well-being of its population at large.
The proposed project aims to contribute to the efforts by the Government of Sri Lanka to increase the employability of Sri Lankan aspiring foreign migrant workers, ensuring a gender-sensitive, rights-sensitive approach (Objective); it aims to do so by supporting the sustainable development and institutionalization of an IT Integrated Guidance and Referral System (IGRS), that shall serve to a) promote skills development in a demand-driven manner, and b) facilitate skills matching capacities, for Sri Lanka to put employers and potential employees with relevant skills and experience in touch with each other (Outcome 1). If contextualized in the current scenario of the ongoing economic and fiscal crisis, the project will contribute in the medium to long term to boost remittance inflows to the country, support economic growth, improve foreign exchange liquidity in the banking system, reduce unemployment and alleviate poverty.
