In recent years, the positive links between migration and development have received increased attention in Rwanda, due in part to the substantial rise in migrant remittances and employment opportunities. This project proposal is embedded in the guiding framework of the Ministry of Public Service and Labour (MIFOTRA), “Rwanda National Labour Mobility Guiding Framework” (LMGF) of 2015, which aims to ensure that well-regulated labour migration contributes to building and strengthening the nation. The Guiding Framework aims to address the following five key areas: Governance of Labour Migration, Protection and Empowerment of male and female Migrant Workers, Harmonizing Labour Migration for Development, Migration Data (disaggregated by gender, age, profession), and Developing and Maintaining Skills. This project aims to contribute to the protection and empowerment of male and female migrant workers from Rwanda and the development and maintenance of their skills. This project intends to support the operationalization of the National Labour Mobility Policy and its Guiding Framework through the strengthening of national human and institutional capacities such as: upgrading the national Labour Market Information System (LMIS) database to include disaggregated data and information on Rwandan migrant workers; and, providing technical support to the government in the negotiation of Bilateral Labour Agreements (BLAs) for labour mobility.
