The objective of this project is to contribute to strengthening migration management mechanisms in the four selected countries (Uganda, Kenya, Rwanda and Tanzania) to enhance the free movement of labour within the East Africa Community.
To achieve the above objective, the project shall focus on one main outcome which is for EAC Partner States to advance the operationalization of the EAC Common Market Protocol and its annexes on the free movement of labour in a gender-sensitive manner. The main outputs to achieve the above outcome will be that the draft revised gender-sensitive Council Directive on Coordination of Social Security Benefits is available and that the Revised Mutual Recognition Agreements (MRAs) are legally aligned.
Key indicators for the realization of the project objective are 1) Revised Council Directive on Coordination of Social Security Benefits' is gender sensitive and is presented to Council of Ministers for adoption; 2) Revised (now legally aligned) Mutual Recognition Agreements (MRAs) are validated; and 3) Number of Officials from Selected EAC Partner States (disaggregated by gender) that report increased operationalization of the EAC Common Market Protocol and its annexes through the provisions of the Directive on Coordination of Social Security Benefits and of the Mutual Recognitions Agreements.
The project will also ensure capacity building in social protection mechanisms related to the enhancement and harmonization of social protection policies, legislative, and institutional frameworks among the four selected countries.
