Through consultations with the National Coordination Mechanism on Migration (NCM) and technical working group meetings, IOM will work closely with relevant stakeholders to develop the Labour Migration Policy and Labour Bill in such a way that ensures streamlining of government approach to labour migration. The policy and bill will align with international instruments including the 1990 UN International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families; the ILO Multilateral Framework on Labour Migration (ILO, 2006); the Domestic Workers Convention, 2011 (ILO Convention No. 189), etc. To align with IOM’s institutional gender mainstreaming policies, the policy and bill will incorporate gender considerations, taking into account gender components and addressing them to respond to the needs of both men and women migrant workers. Relevant tools will be used throughout the project cycle, and capacity building training and other project activities will promote equitable participation of women and men. The inception planning meeting will include briefing on gender sensitivity and prevention of sexual exploitation and abuse. Key partners will include Ministries of Labour, Immigration, Foreign Affairs, the National Employment Authority, the National Institute of Training Authority (NITA), the Federation of Kenya Employers, the Association of Skilled Migrants Agencies of Kenya, and civil society organizations will be key stakeholders engaged in strategic activities.
