Recognizing that men, women and youth often migrate for economic reasons and better employment opportunities, the project will contribute to the review of the National Employment Policy 2011 and its National Action Plan as well, review of existing bilateral labour migration agreements (BLMAs). It is anticipated that the National Employment Policy to be reviewed will be the outcome of consultation with all relevant stakeholders, country-specific and context-sensitive, and aligned with international standards, continental frameworks, regional instruments, and best practices. In doing so, it will be a an overarching guiding mechanism governing the protection of both female and male migrant workers to and from Uganda. The proposed project will also support the requesting ministry in assessing the existing BLAs signed by Uganda in view of contributing to better analysis of the implementationthe implementation of those BLAs, and to provide practical guidance on how they could ensure effective functioning as well as the guidelines on better negotiated BLMAs. The project will focus on the following outcomes: the GoU to review National Employment Policy 2011 and develop its accompanying National Action Plan; the GoU uses the findings of the assessment to renegotiate the BLAs , with the aim at strengthening labour migration governance through “priority actions for effective labour migration policy development and drafting, negotiating and implementing Bilateral Labour Migration Agreements (BLMAs) as per the Regional Ministerial Forum on Migration (RMFM)Nairobi Process Communique and Call for Action 2020-2023. The specific objective of the project is to support the MoGLSD in reviewing the National Employment Policy together with a 5-Year National Action Plan 2023/24-2027/28 developing a draft Labour Migration (LM) Policy as well as review the existing bilateral labour migration agreements (BLMAs). The proposed project will adopt a gender and youth sensitive approach, since both women and youth are key actors of labour mobility dynamic in Uganda. Therefore, when conducting stakeholders consultation the situation, context and trends analysis of labour mobility from and within Uganda, the IOM team will take into account the specific needs of these groups to build an evidence base which would support the enacting of gender-sensitive labour migration in the National law. development of a gender sensitive draft labour migration policy. The intervention will address a policy gap pertaining to labour mobility governance in Uganda while exploring avenue of strengthening the BLAs signed by the country through the achievement of the following outcome and outputs: Outcome 1: The relevant stakeholders (Government representatives, employers’ associations, trade unions and migrants’ associations) validate the draft the reviewed National Employment Policy. The project will support the review of the National Employment Policy that will draw upon the dynamic socio-economic changes that have taken place in the last 10 years while utilizing as well the Labour Migration RIA report. For adequate review, good international practices on labour migration, Diaspora policy formulation and legislation will be considered. This will entail among others, reviewing national policies, legislation, and institutional arrangements in the light of international norms and good practices. The new policy will also assess how existing labour migration and diaspora policies, legislation or new laws and measures can improve migration governance in Uganda in bid to address the unemployment and under employment in and for Uganda.
