Given the high youth unemployment rate as well as limited employment opportunities within the country, the Government of Tuvalu (GoT) recognizes labour mobility and reintegration of returning men and women migrant workers as key factors for national development. In response to the request of the GoT, the project will contribute to increasing development impacts of labour mobility programmes and providing improved reintegration services in Tuvalu. The project will conduct a gender-sensitive needs assessment specifically on returning labour migrants' experiences, challenges and opportunities through key informant interviews and focus group discussions, which will be followed by a validation workshop. Interviews will be held with a range of stakeholders including returning labour migrants as well as aspirant labour migrants, families of labour migrants, communities, NGOs/CSOs, private sector, and various government ministries. The assessment will inform the development of a draft labour mobility reintegration strategy which will be aligned with the goals laid out in the National Labour Migration Policy and will pave the way forward for the GoT, service providers and communities.
