The Government of Rwanda (GoR) acknowledges that the Rwandan diaspora is an important constituent that if well harnessed, can contribute to the national socio-economic development of the country through effective use of both diaspora’s financial and social capital. The establishment of the Rwanda Community Abroad Unit within the Ministry of Foreign Affairs and International Cooperation (MINAFFET) is a testimony to this fact.
In 2009, the GoR developed the first diaspora policy which established a strategic framework to mobilize and integrate Rwandans diaspora in national development. It also assisted in harnessing communication between the GoR and the Rwandan diaspora community. The diaspora policy takes as its starting point the Constitution of Rwanda, Vision 2020, and its accompanying three pillars: namely i) good governance; ii) private sector development and knowledge based economy; and iii) Economic Development and Poverty Reduction Strategy (EDPRS). Since its adoption, the socioeconomic and policy context in Rwanda has evolved, necessitating the need to review and update this policy and align it with emerging socioeconomic developments including, but not limited to, the revised Constitution of Rwanda, Vision 2050 and the National Strategy for Transformation.
The objective of the project is to contribute towards engaging the Rwandan diaspora professionals in the socio-economic development of Rwanda . To achieve this, the project will have 2 inter-related outcomes:
1) The Ministry of Foreign Affairs and International Cooperation (MINAFFET) Diaspora Unit updates the policy and develops the strategy in a participative and coordinated approach and taking into consideration gender;
2) Qualified diaspora professionals residing in Canada and USA contribute their skills to Rwandan institutions.
