Montenegro
The purpose of this project is to assist the Government of Montenegro to streamline existing procedures on foreigner employment through the introduction of One-Stop-Shop (OSS) registration service provision. Montenegro seeks to attract foreign labour to work in its seasonal service sectors and ensure that the temporary migrant workers are employed in regular status and are aware of their legal rights and duties. The OSS will simplify registration procedures so that foreign workers are more likely to legalize their states.
The project will include the development of an intergovernmental working group to oversee the development of the OSSs; a gap analysis and feasibility study to determine the terms of reference for a model OSS registration counter, targeted technical support to pilot an OSS counter; training on OSS procedures and management; information exchange based on the experiences of another country successfully running a similar OSS and an information campaign related to the opening of the OSS and the new procedures for the employment of foreigners.
