In the last two decades, Paraguay has experienced an increase in mixed migration flows. In 2015, the General Directorate of Migration (acronym: DGM in Spanish) developed a National Migration Policy (NMP) that includes principles which govern the protection of the human rights of migrants, in alignment with the conventions, agreements and international treaties signed and ratified by Paraguay. However, even with an updated framework to guide the actions of the DGM, the institution still faces organizational and procedural challenges in implementing the strategies which emerge from the NMP and are designed to ensure the protection of migrants. The objective of this project is to contribute to strengthening the capacities of the Government of Paraguay in providing comprehensive migrant protection, through the implementation of strategies emerging from the National Migration Policy (Outcome 1). This will be achieved through the development of an organizational manual that will introduce adjustments to the structure of the DGM at the central, regional, and border levels, in accordance with the strategies established in the National Migration Policy (Output 1.1); the provision of equipment for the DGM’s regional offices and improvements to the reception/sanitary conditions of the DGM’s central building, taking into account the needs of women, boys, and girls (Output 1.2); the development of an inter-institutional gender-sensitive protocol on the rights of migrants subject to expulsion, including the principle of non-refoulement and the best interests of boys, girls, and adolescents, with related coordination and capacity development (Output 1.3); and, the development and implementation of training plans on data collection and analysis, legislative approaches to migration, and other elements of migration management (Output 1.4).
