The first Global Diaspora Summit took place in 2022, resulting in the Dublin Declaration–a plan of action for diaspora organizations to institutionalise and operationalise diaspora capitals (human, economic, social and cultural) across policies, programmes and partnerships in a coherent and consistent framework. The creation of a Global Diaspora Policy Alliance (GDPA) to bring together interested governments was a key recommendation from the Summit. Interest in supporting diaspora engagement has increased in recent years, with greater emphasis on ensuring engagement across the Humanitarian Development Peace Nexus. Further efforts are required to create the necessary and sustainable spaces to support diaspora engagement in the full implementation of the Sustainable Development Goals (SDGs). By providing Member States, diaspora organizations and partners with an innovative and structured mechanism, this project aims to contribute to the empowerment and the recognition of diasporas as development partners through the implementation of the objectives stated in the Dublin Declaration and in alignment with the SDGs. To achieve this, a Global Diaspora Policy Alliance (GDPA) will be established for governments, academia, civil society and the private sector to engage, enable and empower diaspora communities collaboratively. In addition, training will be conducted for policy makers and relevant stakeholders in targeted countries to better engage with their diaspora communities and for diaspora leaders and organizations to enhance and maximise their development contributions. Furthermore, young members of diasporas of all gender groups will be invited to engage in the sessions of the GDPA to provide inputs to the sectoral recommendations. Finally, the project will showcase young diasporas’ voices and their contributions to the health, gender and climate sectors on different platforms and networks. As a result, it is expected that the GDPA will be recognised as the global ecosystem for governments and relevant stakeholders to maximise diaspora engagement (Outcome 1) and that young diaspora leaders will actively take part in developing the next generation of diaspora initiatives through inclusive, rights-based and whole-of-society approaches (Outcome 2).
