The absence of absence of systematic data collection and analysis concerning migrant smuggling and irregular migration in Malawi limits the potential for evidence-based policy making and the effectiveness of operational responses to counter migrant smuggling and migrant protection. In 2008, a study conducted by IOM (IOM Southern Dreams) estimated the presence of around 279,000 irregular migrants in Malawi, with an average of 5,000 entering annually. It was further reported that hundreds were being arrested by the authorities due to their irregular status. While some aspects of migrant smuggling are localized and small scale, both migrant smuggling and irregular migration in Southern Africa is increasingly associated with organized crime and more violent and exploitative measures against migrants. The objective of this project is to contribute to the efforts of the Government of Malawi to counter smuggling of migrants and address irregular migration. The principle results will include i) increased knowledge by policy and strategic decision makers on migrant smuggling routes, hubs and modalities ii) improved understanding by front-line border management officials and other key stakeholders on law enforcement measures required to disrupt smugglers and their networks while mitigating any harm suffered by migrants who use smuggling services, and iii) Increased awareness by media and community leaders of migrant smuggling, relevant protection considerations, and its criminal implications.
