Approximately one third of Montenegrins live outside the country. Though Montenegro has been striving to develop cooperation with its diaspora for years, investments into the country remain limited to cultural and sporting events. The current Montenegrin Strategy on Cooperation with Diaspora mainly envisages one-off events of this sort with no concrete follow up actions to encourage sustained engagement. A more thorough approach for diaspora engagement is therefore required. In partnership with the Ministry of Foreign Affairs and Directorate for Cooperation with Diaspora – Expatriates, the overall objective to contribute to the sustainable development of Montenegro by harnessing the human, economic, social and cultural capital of the diaspora. Having been preceded by a pilot project, which will provide an efficient diaspora mapping methodology and analysis of the existing databases to improve functionality, this project offers an opportunity to develop stronger cooperation between Montenegrin institutions and expatriates, along with efforts to adjust the policy level approach. This will be attained through a twofold approach: first, the project will address the policy and operational levels to conduct a diaspora mapping and support the Government to develop new strategies for diaspora engagement. Capacity development activities will further support this goal. Second, the project will focus on tangible actions to engage the diaspora. Awareness raising activities will be implemented to encourage participation of the diaspora in specific events in the country, and local businesses will be supported to develop business plans. Finally, a tailored fellowship plan encouraging diaspora knowledge transfer will be piloted in the country, supporting local and national institutions.
