Document Developer's Toolkit and On-line Biometrics Courses Now Available

As part of its support to government partners in strengthening
their migration management capacities, IOM has published the
resource manual Documents: the Developer's Toolkit and partnered
with Inhousetraining in the development of free web-based education
courses Biometrics and Biometrics and Privacy.

The Developer's Toolkit provides governments with the reference
materials needed and up-to-date technical and managerial guidance
on the process of developing new identity and travel documents and
associated issuance and inspection systems.

The manual provides an in-depth overview of key topics related to
the development and implementation of a new security document, with
the main focus on travel and identity documents.  It also
covers issues such as the security chain and logistics
infrastructure.  It is not a do-it-yourself manual but a
reference source where a developer or a manager of identity
documents can find tools and ideas to improve the integrity of the
documents.

The publication is available for purchase from the publisher,
and is also available at a discounted price for buyers from
developing countries.  It is available in English, in hard
copy only, and will be available in a number of languages,
including French and Spanish.

Free web-based distance learning courses in Biometrics and
Biometrics and Privacy are also available for government officials
who deal with biometrics-related issues in their daily work,
particularly in relation to passports and other identity
documents.

The courses, developed by Inhousetraining, in partnership with
IOM and the State University of New York (SUNY), are part of a
distance-learning programme managed by Inhousetraining on
Authentication and Identification Technologies, eSecurity,
eGovernment and Information Privacy, and are particularly useful
for non-specialists with limited expertise in
biometrics.

The training covers the subject areas up to an intermediate
level of technical content.  The web-based format provides for
a self-paced and self-monitored learning experience and the
curriculum seeks to equip participants with the knowledge and
skills necessary to apply biometric technology in the reform of
identity management processes and travel documents.

The free-of-charge courses are validated and accredited by IOM,
the International Civil Aviation Organization (ICAO) and the
SUNY.  A "Quick Quiz" facility is provided allowing
participants to test their understanding of the training material
and become familiar with a certified exam interface.  Each
course has a fee-based SUNY-certified online exam that verifies the
training achievements of the participants.  Upon successful
completion of exams, participants will receive a certificate
endorsed by the partner organizations. IOM-referred officials will
benefit from a reduced exam fee.
