Follow-up and Review of Migration in the SDGs

In September 2015, the General Assembly adopted the 2030 Agenda for Sustainable Development encompassing 17 goals and 169 targets geared towards reducing poverty and ensuring sustainable development and critically “leaving no one behind”. With the SDGs, migration has for the first time been inserted into mainstream development policy. (i) The situation of migrant workers is highlighted in SDG 8 on economic growth and decent work, (ii) the issue of trafficking is mentioned in several SDGs for instance SDG 16 on peaceful societies and (iii) migration status is mentioned specifically as a factor for disaggregation during the follow-up and review in SDG 17. Among all targets, SDG target 10.7 is the center-piece for migration in the 2030 Agenda. It calls for “well-managed migration policies”, and hence encompasses all aspects of migration.

In 2016 the two regular workshops of the International Dialogue on Migration (IDM) were dedicated to stimulating in-depth discussions on implementation as well as follow-up and review of migration aspects of SDGs.

Overview

The first workshop in the series was held in New York and discussed appropriate tools and mechanisms that will help Member States to measure progress on relevant migration-related SDG targets. The workshop looked at options for “thematic review” of migration-related SDG targets. The following themes were among the ones which this workshop addressed: 

• Reviewing the evidence for migration in development
• Methods for monitoring migration-related targets in SDGs
• Shape of a thematic review on migration in the SDGs
• Role for IOs in achieving of migration-related SDGs targets

The second workshop took place on 11 and 12 October 2016 in Geneva and reviewed the results of a number of initiatives on monitoring migration-related SDG targets. This second workshop was by a one-day Global Regional Consultative Process (GRCP) meeting.

Outcomes

The results of IDM 2016 and the GRCP were consolidated in a publication representing IOM’s and its partners' first contribution to the review of migration aspects in the Agenda 2030, in relation to measuring progress through global indicators, thematic review for the High-level Political Forum, as well as best practices on direct action on realizing migration-related targets in the SDGs. The outcome of the IDM 2016 and the GRCP constituted an input to the December 2016 GFMD Summit in Dhaka.
