Objectives

The ACP-EU Dialogue on Migration and Development was launched after the 2010 Ouagadougou revision of the provisions of Article 13 on Migration of the Cotonou Agreement of 2000.  In June 2010 the ACP-EU Council released a Joint Declaration on Migration and Development, which identified three pillars for increased cooperation and dialogue: migration and development, legal migration and irregular migration.

The Cotonou Agreement expires in 2020. A new agreement is being discussed between the EC and ACP's successor OACPS. Until the new agreement is concluded, the ACP-EU MD is dormant as of 2020.

The ACP-EU MD was supported by ACP Observatory on Migration in 2010-2014 and the ACP-EU Migration Action in 2014-2019.  The ACP Observatory on migration developed a reference network of migration research institutions and governmental entities dealing with migration in six ACP regions -- West Africa, Central Africa, East Africa, Southern Africa, the Caribbean and the Pacific. It produced data and research on South-South ACP migration flows.  The ACP-EU Migration Action provided technical assistance on the main areas of ACP-EU MD thematic focus.

Member States [108 States (including 27 EU Member States, 79 ACP States  with all of them, save Cuba, signatories to the Cotonou Agreement, also known as the "ACP-EC Partnership Agreement" which binds them to the European Union.
