Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context
Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. Movement Systems Support is coordinated under the division of Resettlement and Movement Management (RMM) in the Department of Operations and Emergencies (DOE) at IOM’s Geneva Headquarters and is responsible for all aspects related to the management of the global movement
systems, technical support of RMM proprietary tools, administration of RMM Portal and maintenance of Freshservice.
Under the general supervision of Senior Movement Operations Manager and the direct supervision of the Movement System Support Officer, the successful candidate is responsible for the following duties and responsibilities.
Core Functions / Responsibilities
1. Duties and Responsibilities
- Oversee the section in conducting regular movement data quality assurance checks to promote compliance to the Standard Operating Procedures among IOM’s Global Field Offices.
- Oversee team members and schedule workload, manage the unit’s email and direct the email s to concerned staff and ensure a smooth and accurate flow of operations.
- Provide guidance and support to Data Monitoring Assistants ensuring timely, accurate and smooth flow of operation related to the update of tickets and movements status.
- Act as the primary liaison with PCST/IGATOR/Mimosa help desks and provide guidance technical and timely assistance to users globally.
- Oversee and maintain effective coordination & act as a focal point with Airlines Invoices Section (AIS) focal point to resolve reported open Invoice Receipts, discrepancies and duplicates in PRISM and Continue follow-up of unresolved issues until expected results are achieved.
- Liaise and provide guidance to field missions on the interpretation of IOM’s Standard Operations procedures relevant to movements & tickets Statuses.
- Arrange and deliver in-house training sessions relevant to iGATOR SOP Compliance and Data Monitoring functions.
- Identify areas of improvement and recommend report enhancements to improve and strengthen.
- Supervise the reports generation process, identify areas of improvements, recommend enhancements, conduct meticulous analysis of movement data and strengthen DMS internal controls to achieve better compliance on iGATOR SOP.
- Manage and provide monthly i-Gator statistical reports to RMM and STC.
- Design and contribute MSS Monthly, Quarterly and annual Reports to RMM and MAC.
- Any other duties assigned.
2. Data Monitoring & Reconciliation:
- Supervise the daily Open Tickets in i-Gator report related to global / local Airlines invoices, monitor the trends of the missions, and recommend needed follow up / action.
- Analyze discrepancies of the Good Receipts against Invoice Receipt Amounts for global Airlines Tickets Purchase Orders; and address to Airlines Invoices Section (AIS) or field missions.
- Monitor and supervise MiMOSA departed movements and ensure timely update of the movement’s statuses. Provide reports to the PRISM Team of Ticket Order Records without GR posting therefore not delivered in PRISM due to systems technical problems.
- Provide GR posting discrepancy reports to the PRISM Team of Issued Tickets for reconciliation.
- Manage Freshservice Ticketing system to ensure Service Level Agreement performance goal is at the maximum acceptable response time.
- Assist RMM with Data Reconciliation of RMM Global Resettlement Pipeline VCoP Cases
3. Systems Enhancement and Coordination:
- Participate and contribute to PRISM / IGATOR workgroup meetings for system enhancements and user acceptance tests (UATs).
- Provide recommendations to improve and strengthen internal controls, systems, and operational practices relevant IOM’s Integrated Operational Systems.
4. Reporting Function:
- Provide Regional iGATOR SOP Compliance Report to Operations Regional Officers which provides guidance and recommendation in improving compliance to iGATOR SOPs.
- Create and provide Supplementary Statistical Report on iGATOR SOP Compliance to the audit team in Manila.
- Provide DMS Highlights and statistics for Movement Systems Support Monthly Report
- Prepare monthly DMS Fresh Service Report and submit to Systems Support Officer for her follow up with Field operations missions.
- Create iGATOR Monthly and Quarterly Statistical Reports for El Salvador, Staff Travel, RMM global movement statistics and Global HASM figures.
5. Invoice Verification
- Supervise the verification and validation of Addis Ababa Transit Assistance invoices ensuring accuracy of charges and endorse relevant documents for settlement.
Education
- University degree in Computer Science, Business Administration, Information Management, or a related field from an accredited academic institution, with five (5) years of relevant professional experience in relevant to statistics; or
- Completed High School degree from an accredited academic institution, with seven (7) years of relevant professional experience.
Experience
- Relevant work experience in database reporting and data analysis, quality assurance, use of databases and software applications, and statistical record keeping capacity.
- Experience in manipulation of data in various file formats, reporting from complex, understanding of statistical principals necessary for data analysis.
- Proficient in a Microsoft Office environment, including extensive use of Microsoft Excel Word, PowerPoint and comfort with learning new software and project reporting tools.
- Advanced analytical and critical thinking skills.
- Demonstrated ability to analyse data, detect meaningful trends and patterns, and communicate findings.
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
