Context

Under the direct supervision of the Sr. Teleradiology Administrative assistant, and overall supervision of the Sr. Global Radiology Coordinator, the Administrative and Finance Assistant will be responsible and accountable for providing the overall assistance in Administrative and financial matters of the Center including but not limited to processing payments and invoices, budgeting and financial monitoring functions of the Global Teleradiology and Quality control (QC) Center, based at the Manila (Global) Administrative Center (MAC).

Core Functions / Responsibilities

  1. Prepare the monthly and quarterly invoices for billing the different non-IOM clinics and other external partners in different countries worldwide for the Teleradiology service provided by the Center, based on the summary caseload and the legal service agreement, and coordinate with the appropriate units, non-IOM clinics, and global partners and follow up to ensure timely billing.
  2. Prepare the request for payment for the Teleradiology consultant radiologists providing x-ray reading service on fee basis and other consultants, based on the summary reading and consultant contracts, and ensure timely payments.
  3. Facilitate the financial transfer of the internal service fees from the different IOM field operation to IOM Teleradiology Center for the services provided by IOM Teleradiology
  4. Assist annual budget preparation for the Global Teleradiology and QC Center.
  5. Assist the review and analyses of new draft and supplemental/revised budget requests submitted by IOM Nairobi regional Teleradiology Center and radiology units of different missions as needed. Communicate the findings and recommendations and follow up with field offices until action has been taken.
  6. Coordinate internally with MHD Project Administration Financial monitoring unit, Treasury Unit, and MAC account payable on payment received and with Revenue on accruals of revenue, clearing of accounts receivable and adjustment entries.
  7. Provide training support on administrative and financial issues within the assigned work areas. Provide recommendations on how to further improve current processes so as to align with IOM policies and procedures.
  8. Assist during audit, such as supplying the necessary supporting documents, and implement audit recommendations on budget preparation and evaluation as well as financial monitoring and reporting.
  9. Assist in the enhancement of templates, automation of management view reports through dashboards such as Power BI, spending review, Budget Submission Package (BSP) analysis, and financial performance indicator generation.
  10. Update standard operating procedures (SOP), work instruction manuals, and invoicing procedures within the assigned work areas. Organize and manage the filing system of the Teleradiology Center financial working documents and reports in the OneDrive/Share Point.
  11. Generate financial reports from SAP as source data for other reports or Teleradiology financial monitoring purposes. Produce and enhance regular and complex financial monitoring reports using established templates for IOM Tele-radiology Programme, for the budgets both under the Global Health Assessment Projects (GHAPs), and Global Support and Coordination Services (GSCS) and other health projects such as Pre-departure medical services Project for Canada-bound refugees.
  12. Conduct financial review of transactions, both revenue and expenses, as well as financial performance reviews of the Global Teleradiology budget including start-up/one-time costs. Communicate the findings and follow up with the respective units until action has been taken.
  13. Assist in the preparation of monthly, quarterly, and annual financial reports for global Teleradiology and QC Center and submission to the Project Manager (PM) and the GHAP Budget Review Committee (BRC)
  14. Serve as Teleradiology administrative and finance Team Lead in the absence of the supervisor.
  15. Perform other related duties that may be assigned.

Education

  • University degree in Accounting, Finance, Business Administration or a related field from an accredited academic institution, with four (4) years of relevant professional experience in the field of accounting, finance, budgeting or auditing; or
  • Completed High school degree from an accredited academic institution, with six (6) years of relevant professional experience.

Experience

  • At least one year of experience in medical insurance claims processing and invoicing and/or financial monitoring of health-related self-funded projects is desired.
  • Organizational knowledge and experience in Migration health projects an advantage.
  • Sound knowledge of accounting systems and/or SAP plus generally accepted accounting principles, internal controls and audit/review procedures.
  • High level of computer literacy, especially in MS Excel and PowerPoint applications; knowledge of other IT packages and their implementation an advantage.
  • Good analytical and problem-solving skills with an eye for details.
  • Excellent organizational and multi-tasking skills.

Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
