Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context
Under the overall guidance of the Director of the Global Data Institute (GDI), functional supervision of the Senior Regional Project Manager [DTM REMAP] based in Berlin, Germany and administrative supervision of the National Finance and Administrative Officer based at the Manila Administrative Centre (MAC), and in close coordination with RMU unit at GDI and IOM Germany, the candidate will be responsible for coordinating the resources management functions, including monitoring, budgeting and reporting of the DTM REMAP project and supporting the IOM Country Offices under the project.
Core Functions / Responsibilities
1. Assist in coordinating and monitoring the financial management activities of the DTM REMAP project including the oversight of financial expenditure, accountability and projectization of staff; and participate in the financial analysis of project activities implemented by the project country offices as required.
2. Assist project country offices on matters related to EU compliance and IOM administrative issues and regulations with the view to increase their effectiveness and compliance.
3. Assist the Senior Regional Project Manager [DTM REMAP] tomonitor the administrative and financial management for all activities of the project.
4. Assist in monitoring budget control processes and the financial status of project’ activities and inform and update the Senior Regional Project Manager (DTM REMAP) accordingly. Assist in reviewing regular financial reports, identify bottlenecks and recommend action to resolve problems or correct errors, and highlight any unusual trends.
5. Participate in the development of effective monitoring mechanisms and tools to facilitate analysis, oversight, accountability and senior management decision making.
6. Assists in drafting forecasts, interim and final financial reports to donors and support the preparation of supporting documents in coordination with the Senior Regional Project Manager [DTM REMAP], the project country offices and IOM’s Regional Office in Brussels.
7. Provide support to the Senior Regional Project Manager [DTM REMAP] throughout the project cycle to facilitate compliance with IOM's policies and procedures, IOM financial and procurement regulations, accounting procedures, and donor regulations.
8. Assist in closely coordinating with the relevant administrative, human resources, finance, and procurement logistics assistants of each project-country office to facilitate adequate oversight, compliance and harmonized reporting.
9. Maintain and monitor the e-filling of financial and administrative documentations relevant to project in the internal SharePoint.
10. Assist with internal and/or external auditing, if and when required.
11. Travel to project country offices when necessary to support project implementation.
12. Provide administrative and logistical support as needed.
13. Perform such other duties as may be assigned.
Education
- University degree in Accounting, Business Administration, Commerce, Finance or a related field from an accredited academic institution, with four years of relevant professional experience in the field of accounting, finance, budgeting or management reporting; or
- Completed High school degree from an accredited academic institution, with six years of relevant professional experience;
- Preferably a Certified Public Accountant (CPA).
Experience
- Experience of EU compliance and rules, a strong advantage.
- Experience in audit, an advantage.
- Sound knowledge of SAP accounting systems, generally accepted accounting principles, and internal controls, an advantage;
- Computer literacy including proficiency in MS Office applications;
- Good analytical and problem-solving skill.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
