Context

The Innovation and Knowledge Management (IKM) Unit, situated within the Department of Data, Insight & Policy Coordination, is the institutional Focal Point on Innovation and Knowledge Management in relation to migration policy and programming. The Unit works to identify methods to leverage innovative approaches and practices and seeks to amplify them through pilot initiatives that strengthen partnerships with governments, the private sector, academia, and innovation networks. As part of these efforts, IOM is establishing the IOM Innovation Facility which will serve as a driving force for systemic innovation within the organization, harnessing the full capabilities of IOM and creating an enabling environment for field and global teams to collaborate, ideate and develop transformative solutions. This initiative aligns with the IOM Strategic Plan 2024-2028 as innovation is a key enabler identified in the plan. The Facility also directly contributes to the broader UN 2.0 transformation goals, aiming at catalyzing change and developing new capabilities to accelerate progress toward organizational and global priorities. 

Under the administrative supervision of the National Project Monitoring and Finance Officer (IOM Development Fund) and the functional supervision of the Head of Innovation and Knowledge Management Unit and in close coordination with the Innovation and Knowledge Management Officer at IKM (HQ), the successful candidate will provide essential administrative and financial support to facilitate the smooth day-to-day operations and maintenance of the IOM Innovation Facility and other innovation and knowledge management-related initiatives of IKM.

Core Functions / Responsibilities

  1. Assist in monitoring the financial management of the IOM Innovation Facility and provide multi-pronged administrative, human resources, and budgetary management support for IKM, including oversight of financial expenditure and accountability.

  2. Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal financial monitoring, evaluation, reporting, and control systems within the IOM Innovation Facility. 

  3. Participate in the review of project proposal budget for IOM Innovation Facility project applications, verifying compliance with existing guidelines and alignment with the project narrative proposal, in coordination with respective IOM missions and units. 

  4. Support project status review and financial analysis of the active projects under the IOM Innovation Facility, coordinate findings with respective IOM missions and units, proactively track unresolved issues and recommend escalations as relevant. Provide preliminary review and assessment of the budget and financial reports during project budget revisions and extension requests submitted by IOM missions for IKM approval. 

  5. Regularly review and analyze donor financial reports, reconcile reports with PRISM Financials and in reference to the approved project budget, verify consistency with the narrative reports and compliance with the IOM Financial Guidelines. 

  6. Manage and maintain the IOM Innovation Facility’s financial knowledge base using various tools and mechanisms to ensure accurate data handling and sharing. 

  7. Provide guidance, assistance and training to project managers and staff on IOM's administrative and financial policies, procedures, and the use of relevant platforms such as PRIMA. 

  8. Coordinate with relevant IOM teams (e.g., BUD, FIN, IDF, PCST, PRIMA, TECO) and external stakeholders as relevant to facilitate the smooth coordination of financial and administrative processes across the IOM Innovation Facility and IKM activities. 

  9. Perform other duties as required in support of the IKM Unit's logistical, procurement, HR, and administrative needs, including facilitating the onboarding and workspace setup for new employees.

Education

  • University degree in Accounting, Finance, or a related field from an accredited academic institution with (4) four years of relevant professional experience in management reporting, budgeting and financial analysis; or,

  • Completed High School degree from an accredited academic institution, with six (6) years of relevant professional experience.

  • Certified Public Accountant (CPA) or Professional certification as Chartered Accountant or its equivalent an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Demonstrated experience in financial management, reporting, accounting, and budgeting. 

  • Hands-on experience coordinating administrative activities, such as procurement, logistics, and employee onboarding. 

  • Experience and ability to analyze and interpret source information and data.

  • Familiarity with financial oversight and public administration.

  • Experience in working independently while maintaining harmonious working relationships with business counterparts.

  • Experience working in the UN and/or humanitarian context is a strong advantage.

  • Ability to meet deadlines and manage multiple, complex tasks simultaneously.

  • Knowledge of accounting systems, generally accepted accounting principles and audit/review procedures, working knowledge in SAP is an advantage.

  • Knowledge of IOM/UN regulations, policies and procedures is a strong advantage. 

  • Demonstrated IT proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.

Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
