Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context
Under the overall supervision of the National Human Resources Officer and the direct supervision of the HR Specialist (Recruitment), the successful candidate will assist in recruitment related activities such as strategic sourcing and screening, recruitment marketing, as well as analyzing recruitment gaps and job market trends geared towards the enhancement of MAC talent pool that will help address current and future staffing needs for both staff and non-staff in the Manila (Global) Administrative Centre. In addition, the successful candidate will also serve as a back-up in the maintenance of MAC’s Organizational Management (OM).
Core Functions / Responsibilities
Recruitment
- Assist with the building and maintaining a talent pool of pre-screened prospective candidates for current and future staffing needs to reduce the time-to-fill. Including management of the recruitment mailbox and sourcing using internal and external channels to identify potential candidates.
- Create job postings on the career pages and various external job boards following the IOM branding format.
- Assist with candidate sourcing and longlist review for endorsement to hiring managers. Ensure candidates’ eligibility and accuracy of data.
- Coordinate and participate in recruitment marketing initiatives including conferences, job fairs, academic and other networking events.
- Stay up-to-date with industry trends and best practices in recruitment to guide the organization with opportunities.
- Assist with the creation of metrics, measurements of recruitment data and other related repots and initiatives.
- Participate in the provision of training to the recruitment unit stakeholders.
Other HR-Related Tasks
- In collaboration with the Graphic Artist, create and issue HR communication materials for HR-related events or activities.
- Act as back-up in the creation, update, and maintenance of the organizational structure in the ERP, including but not limited to position titles, reporting lines, and funding sources (WBS/WBL).
- Together with the HR Associate (HR Administration), update, maintain, and periodically review the organigrams of MAC’s organizational units.
- Support the development of surveys, analyzing HR data, and in providing recommendations based on received feedback.
- Identify areas for improvement and highlight them to supervisor; provide inputs for new procedures to complement or to adopt existing ones taking into consideration the specifics needs of the office. Assist in analyzing and resolving sensitive cases by collating background information, preparing summaries and sharing best practices.
- Provide guidance and training to new/junior staff in the unit.
- Perform other HR related duties as may be assigned by the supervisor from time to time.
Education
- University degree in Human Resources, Business administration, Industrial and Organizational Psychology or any related field from an accredited academic institution, with three years relevant professional experience;
- Completed High School degree from an accredited academic institution, with five years of relevant professional experience.
- HR certification an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience with applicant tracking system (ATS) and internet-based sourcing tools.
- Experience processing human resources transactions and exposure to talent acquisitions and talent management concepts and processes.
- Experience using social media to serve recruitment and selection objectives.
- Experience supporting recruitment and selection in humanitarian or non-for-profit organizations an advantage.
- In collaboration with the Graphic Artist, create and issue HR communication materials for HR-related events or activities.
- Knowledge of IOM/ UN personnel and financial policies and staff rules and regulations an advantage.
- Ability to work autonomously in a high paced environment and deliver accurately on a wide variety of tasks.
- Sound client orientation and ability to build trust with various internal stakeholders;
- Proven capacity in managing difficult clients with an outlook on results and impact.
- High level of computer literacy, experience with HR IT systems and applications;
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
