Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context
Under the overall supervision of the SPC Secretary and direct supervision of the Head of the Pension Administration Unit. The successful candidate acts as team leader and is responsible for the operations related to the administration of benefits and contributions with respect to staff enrolment/participation/separation in the United Nations Joint Staff Pension Fund (UNJSPF).
Core Functions / Responsibilities
- Coordinate and monitor the Pension Administration operations in accordance with the procedures, regulations, and rules of the United Nations Joint Staff Pension Fund (UNJSPF), and in compliance with the relevant IOM human resource policies.
- Oversee the unit’s delivery with emphasis on providing client-focused services to participants/beneficiaries and UNJSPF partners. Guarantee quality control and quality assurance and ensure service level agreements as well as key performance indicators are met for transaction processing.
- Supervise the day-to-day activities of the Pension Administrator and Pension Assistants including completion of the Staff Evaluation System (SES). Provide coaching, mentoring, and training to help develop their knowledge and skills. Monitor and evaluate the achievement of Key Performance Indicators for the team.
- Review and approve all administrative transactions in compliance with established UNJSPF procedures and internal SOPs and provide guidance on the interpretation and application of the United Nations Joint Staff Pension, regulations, and rules; act as second level support and deal with escalated cases.
- Coordinate with the Head of Unit on disability, complex and sensitive cases. Delegated signing authority of the SPC Secretary, as required.
- Verify and monitor the integrity of data in pension administration applications and transmitted through the IOM and UNJSPF interfaces; coordinate with relevant HR and Finance partners to resolve issues with participant’s administrative and financial data.
- Monitor all financial transactions, including accuracy of contributions and payments due to the Fund; oversee the reconciliation of accounts and contribute to the preparation of UNJSPF financial statements and reports.
- Represent the Unit at the MAC Head of Units meetings, evaluate resource requirements and contribute to annual budget requests. Responsible for procurement and tracking assets of the Unit. Make contributions to management reports as required.
- Assess new system integrations to ensure minimal impact on operations; analyze potential issues and collaborate with partners to find solutions.
- Engage with participants (individuals/groups) including preparing and delivering presentations to educate them on participation, benefits and to address concerns. Ensure strict confidentiality and sensitivity in all interactions with staff members, partners and other clients.
- Perform other related duties as may be assigned.
Education
- Bachelor’s degree in Human Resources, Business Administration, Finance, IT, or related field with at least two years of relevant professional experience; or,
- Master’s degree in the above or related field.
Experience
- Experience in social security schemes and the administration of pensions. Experience administering pension in an organization participating in the UNJSPF is desirable.
- Experience using an ERP system and pension administration applications, familiarity with UNJSPF systems will be an advantage.
- Experience in a multi-cultural setting is an advantage.
- Experience in payroll processes is an advantage
- Supervisory experience is highly desirable.
- Excellent written and oral communication skills.
- Proficient in Microsoft Office applications e.g., Word, Excel, PowerPoint, and Outlook. Familiarity with ERP systems is highly desirable.
- Proven capability to establish and maintain effective working relations with external and internal partners.
- Ability to supervise effectively and harmoniously a diverse and multi-cultural team.
- Ability to manage clients with empathy and sensitivity.
- Ability to apply research and analytical skills.
- Ability to formulate business requirements.
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
