Context

Under the direct supervision of the Head of Online Communications, the successful candidate will be responsible and accountable for coordinating the technical team of OCU's developers to maintain and update the main IOM Global Website and its associated subsites, as well as ensuring the maintenance, development, implementation and management of other IOM webs and innovative digital projects.

Core Functions / Responsibilities

  1. Lead the planning, design, development, implementation and maintenance of complex, ideally Drupal-based online platforms.

  2. Supervise and provide guidance to the OCU's web development team in close coordination with other section heads, ensuring the maintenance, development and management of IOM's Global Website and its associated subsites, as well as other innovative digital projects. She/him ensures high standards in terms of information architecture, UI/UX and harmonization, complying with IOM graphic design and branding guidelines/standards.

  3. Organize and perform unit and integrated testing, designing and utilizing test bases; assist users in acceptance testing of digital tools, identify bugs and coordinate workplan with developers to respond to user requirements.

  4. Troubleshoot and provide continuing user support, including resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of digital tools.

  5. Coordinate closely with ICT and OCU's development team the maintenance and updates of digital tools in IOM server environment and online platforms.

  6. Research, analyse and evaluate new technologies, and making recommendations for their deployment.

  7. Prepare and ensure timely and quality preparation and submissions of project reports according to IOM and donor formats as required.

  8. Establish and maintain strong partnerships with relevant units within IOM, government entities, donors, civil society and faith-based actors, UN agencies and other stakeholders.

  9. Develop partnerships with IOM missions and key stakeholders internally and externally to help expand and mobilize resources for IOM's online platforms.

  10. Develop effective recommendations on functional design and applications to meet business requirements and implements projects in a timely and efficient manner.

  11. Constantly monitoring web analytics and proposing actions to improve performance and impact.

  12. Provide specialized advice to users, analyzing users' requirements and translating these into new applications; determines change management and user experience related issues.

  13. Troubleshoot and provide continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.

  14. Travel to HQ or field missions when necessary.

  15. Perform other duties as assigned.

Education

  • Master's degree in Communications, Digital Communications or a related field from an accredited academic institution with at least five (5) years of relevant professional experience.

  • Bachelor's degree in the above fields with at least (7) seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Minimum of 5 years of experience in planning, design, development, implementation and maintenance of complex, ideally Drupal-based, online platforms for large international organizations, including web project management/coordination. This includes successfully leading/managing complex digital projects and web projects for international organizations and/or large organizations/private sector.

  • Experience in agile product development and working in open source development.

  • In-depth knowledge of the latest technological developments in information technology and information systems.

  • Demonstrated proficiency in mapping out user journey experiences and UX/UI design and information architecture.

  • Strong knowledge and awareness of global migration trends.

  • Experience in supervising small to medium size team of web developers.

  • Very good interpersonal skills, joy in developing online communication tools and a passion for using ICT in the domain of humanitarian assistance, community development and social development.

  • Ability to supervise staff and coordinate administrative activities.

  • Understanding and experience in GIS integrated portals and information management tools.

  • Must possess a team player mentality, a strong willingness to share knowledge and train subordinates, excellent problem-solving skills and a strong focus on the latest technologies and advancements.

  • Previous experience with international organizations in the development and humanitarian sectors, including experience working in the UN/INGO system.

  • Ability to keep abreast with the latest trends, technology tools, design, and best practices in online communications:

    • Web design

    • UX/UI skills and capacity

    • Graphic design

Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
