Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context
Within the Integrated Talent Management Unit (ITMU), under the Department of Human Resources (DHR), the Staff Development and Learning (SDL) team is responsible for the development, implementation and management of programmes and initiatives established in line with the learning and professional development needs of IOM staff members. Under the functional supervision of the Senior Human Resources Officer in Headquarters, administrative supervision of National HR Officer in Manila, the successful candidate will be responsible and accountable for providing specialized support for the development and design of learning content and solutions for SDL and other IOM offices/ departments.
Core Functions / Responsibilities
- Produce and/or edit video files, including audio contents within SCORM packages;
- Develop illustrations, graphics, etc. to support the course content;
- Apply the principles of inclusive and accessible learning in all work outputs;
- Produce high quality Learning content by partnering with instructional designers;
- Design and develop learning course templates alongside other learning developers;
- Assist in the coordination of the learning content review process with subject matter experts and instructional designers;
- Collaborate with other members of the Staff Development team and training owners from various IOM offices to discuss, brainstorm, resolve concerns, and review each other’s work;
- Coordinate with the learning management system (LMS) administrators within the SDL team in publishing the learning contents (i.e. stand-alone courses, curricula, etc.) into IOM’s LMS and provide assistance in resolving any technical issues.
- Perform other duties as may be assigned
Education
- University Degree or equivalent professional certification in Education, Learning & Development, Information and Communications Technology or a related field from an accredited academic institution with four years of relevant professional experience; or,
- High School Degree/Certificate in the above fields with six years of relevant professional experience. Excellent knowledge of learning theories and instructional design models.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Minimum 4 years of working experience in learning development;
- Basic knowledge on Learning Management Systems (LMS) preferableMoodle, Cornerstone OnDemand, Oracle Learn Cloud etc. ; and,
- Solid knowledge of course authoring tool like Articulate suite, video creation tool( i.e.Vyond, powtion, etc) with application of international accessibility standards.
- Advance knowledge of learning theories and instructional design models; Experience in project management, monitoring and reporting.
- Visual design skills (Photoshop, Illustrator, InDesign) and video editing (adobe Premiere Pro, After Effect, Vyond); and
- Possess high level of flexibility and adaptability to change.
- Intercultural awareness skills.
- Ability to work independently with limited supervision and under pressure.
- Ability to build strong working relationships with partners and internal clients at all levels.
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
