Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context
Within the Integrated Talent Management Unit (ITMU), under the Department of Human Resources (DHR), the Staff Development and Learning (SDL) team is responsible for the development, implementation and management of programmes and initiatives established in line with the learning and professional development needs of IOM staff members.
Under the administrative supervision of the Chief of Manila Human Resources Operations (MHRO), overall supervision of the Head of SDL and direct functional supervision of the National Human Resources Officer (SDL) in Manila, the successful candidate will be responsible and accountable for supporting the technical administration of IOM's Learning Management System (LMS), as well as the responsibilities stated below.
Core Functions / Responsibilities
1. LMS system administration
- Oversee end-to-end technical administration of IOM's LMS, including promotion and building the capacity of peers and relevant stakeholders to use its functionalities independently in a decentralized structure.
- Oversee the Team of LMS administrators by facilitating feedback mechanisms to monitor and address challenges, improve the workflow and boost the usage of the system.
- Identify areas for improvement on workflows and highlight them in a timely manner, along with providing inputs for new procedures to complement or adapt existing ones.
- Conduct regular technical testing and review of new functionalities in the LMS and enable their timely and successful use within IOM by implementing scheduled software enhancements and ad-hoc technology updates. Train the LMS administrators on the use of new functionalities and plan associated communication campaigns for user uptake.
- Support the development and maintenance of employee self-service solutions on the use of the LMS, such us but not limited to producing written guides, FAQ articles and video tutorials.
- Respond to incoming LMS-related queries and requests via email and/or the HR ticketing system.
- Provide regular reports to the supervisor and Head of SDL on LMS usage and other metrics that could affect internal planning and decisions.
2. Support to SDL initiatives
- Provide support to the implementation of SDL's programmes and initiatives in line with the result-based matrix.
- Organize, prepare finalized agendas, faciliate meetings and SDL discussions with internal stakeholders along with following up on any required actions.
- Provide inputs to the MAC Periodic report.
- Serve as focal point within MAC for any concerns, queries relating to staff development and learning, including by participating regularly in a range of meetings.
3. Perform other duties that may be assigned.
Education
- University degree in Education, Human Resources Management, Information and Communications Technology, Business Administration or a related field from an accredited academic institution, with four (4) years of relevant professional experience; or,
- Completed High School degree from an accredited academic institution, with six years of relevant professional experience.
- LMS or other relevant training certification would be an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- At least 2 years experience in LMS system administration, preferably Oracle or Cornerstone OnDemand.
- Relevant work experience in the development and implementation of training programmes.
- Familiarity with the UN system and working experience in an international organization.
- Experience in HR, learning and development, and/or career support.
- Experience in training facilitation, both face-to-face and virtual.
- Experience in project management, monitoring and reporting; and.
- Experience in people management.
- Demonstrated managerial skills.
- Demonstrated skills in managing the end-to-end processes of a learning management system and providing client support.
- Strong writing, analytical, facilitation, problem-solving and project management skills.
- High proficiency in the use of the MS Office suite.
- Ability to work independently with limited supervision and under pressure.
- Ability to build strong working relationships with partners and internal clients at all levels.
- Excellent communication skills including verbal, written and presentation skills (English).
- Possess high level of flexibility and adaptability to change; and.
- Intercultural awareness skills.
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
