Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context
Within the Integrated Talent Management Unit (ITMU), under the Department of Human Resources (DHR), the Staff Development and Learning (SDL) team is responsible for the development, implementation and management of programmes and initiatives established in line with the learning and professional development needs of IOM staff members.
Under the administrative supervision of the Chief, Manila Human Resources Operations (MHRO), overall supervision of the Head of SDL and direct supervision of the HR Officer (Learning and Development) in Headquarters, the successful candidate will be responsible and accountable for contributing directly to the implementation of worldwide SDL services.
Core Functions / Responsibilities
- Contribute to the development, implementation and monitoring of SDL’s Results-Based Strategy, in close coordination with the Head of SDL and team members.
- Facilitate the conceptualization, coordinatation implementation of related monitoring, reporting and evaluation of assigned learning programmes, such as - but not limited to - the People Management training throughoversight of the financial, logistical, administrative, and technical aspects in accordance with IOM’s policies, practices and standards.
- Collaborate with the Head of SDL and relevant colleagues for the expansion of the Young African Professionals Programme (YAPP) in other Regions.
- Contribute to the development of learning paths for different target audiences in collaboration with the Head of SDL and relevant stakeholders.
- Promote and contribute to the integration of inclusive and accessible learning into SDL learning programmes.
- Contribute and provide technical inputs to communication campaigns and information management activities on SDL policies, programmes and initiatives.
- Participate in the evaluation of learning needs based on the results of SDL’s Learning Needs Assessment (LNA) and contribute to the development of new programmes and initiatives and/or adjustment of existing offerings.
- Provide guidance to staff at all levels and respond to queries on the interpretation of SDL policies, guidelines and operational procedures as well as on the SDL team’s ongoing and future activities.
- Coordinate extensively with relevant stakeholders in the assigned Regional Offices on a range of learning and development topics.
- Coordinate with other United Nation (UN) Agencies and/or external vendors for content sharing or implementation of new learning programmes within IOM.
- Guide SDL staff, regardless of location, on the institutional learning management system (LMS).
- Supervise SDL-MAC staff.
- Undertake duty travel and perform other related duties as required.
Education
- Bachelor’s degree in Human Resources, Business Administration, Education, Psychology or related field with four (4) years of relevant professional experience; or
- Master’s degree in above or related field with two years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Demonstrated experience in project management and liaising with a range of internal and external stakeholders.
- Previous experience in the technical administration of learning management systems (particularly Cornerstone OnDemand and Oracle) and/or HR databases.
- Attention to detail, ability to organize operations and activities in a methodical way.
- Discreet, client-oriented, patient and willing to learn new things.
- People management experience is required; and,
- Prior work experience with international humanitarian organizations and/or non-governmental organizations in a multicultural setting is an advantage.
- Advanced skills in learning management system administration.
- High-level of proficiency in the Microsoft Office suite.
- Good communication (oral and written), organizational and prioritization skills.
- Capacity to supervise and train staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds; and,
- Ability to take initiative, be efficient and deliver timely results.
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
