Context
Under the overall supervision of the Finance Officer of the Migration Health Division (MHD) in Geneva, and the direct supervision of the Finance and Administrative Officer (MHD) in Manila, and in close coordination with the Global Health Assessment Programme (HAP) Coordinator, Regional Health Assessment Programme Coordinators, Regional Administrative & Finance Officers (HAP), Global Radiology Coordinator, Migration Health Support (MHS) staff in Manila and other Units at the Manila Administrative Centre (MAC), the successful candidate will be accountable and responsible for supporting the financial monitoring of the Global Health Assessment Projects (GHAPs) under the Migration Health Programme Monitoring and Administrative-Finance (PAF) Section of the Global Migration Health Support (MHS) Unit based at the Manila (Global) Administrative Centre.
Core Functions / Responsibilities
Global Health Assessment Projects: Financial Monitoring, Reporting & Performance Assessment
- Supervise the comprehensive financial monitoring, reviews, and KPI reporting for the Global Health Assessment Projects (GHAPS). This includes the regular and timely Financial Performance Assessments and Transaction Review feedback to Country Offices(COs), Regional Offices (ROs), MAC and HQ HQ.
- Review the accuracy and ensure the timeliness of the preparation and distribution of all GHAPs monthly, quarterly and annual financial performance monitoring reports to internal stakeholders ensuring that the authorized budgets are not exceeded; financial figures are reconciled against system balances; operational statistics match the database source; and established escalation procedures are adhered to.
- Aside of the regular reporting, continuously offer appropriate essential information relating to issues discovered during financial monitoring to enable HQ for fast decision making .
- Assess the historical and extrapolated financial trends of GHAPs, identifying current or potential problems and proposing corrective measures and financial monitoring report enhancements as appropriate. This includes the creation, development and enhancement of any complex financial models and sensitivity analysis necessary to assess and demonstrate the above-mentioned.
- Communicate with IOM Country and Regional Offices as well as Headquarters staff to address issues arising from the financial monitoring and performance assessment of GHAPs.
Budget Preparation, Review, Consolidation and Assessment
- Communicate with the IOM CO and Regional HAP Hubs to ensure the timely production and collection of the yearly budgets as well as support the CO in developing their budget revisions
- Reviews the accuracy and ensure the timeliness of the annual GHAPs Budget global consolidation, ensuring that financial figures are reconciled against the most updated GHAP budget package of the Missions, communicating with Country and Regional Offices’ GHAP budget focal points to address issues and recommendations.
- In coordination with the Finance and Administrative Officer (MAC) and the Finance Officer (HQ), direct the timely and accurate preparation and analysis of the annual MHD Global Support & Coordination Services budget, as well as the consolidation and review of the IOM Teleradiology and IT Development budgets in the required formats.
- Collaborate with various units in MAC & HQ on financial and budgetary matters; communicate with HAP focal points and finance staff in IOM Country and Regional Offices regarding budgetary issues of GHAPs. This includes the review and timely submission in the required formats of new and supplemental budget requests under GHAPs
- Prepare together with the Finance and Administrative Officer the year end exercise of key fees review and reports on the list of CO’s that may benefit of a fee revision to be approved by the BRC.
- In coordination with the Finance and Administrative Officer, develop and enhance the budget and service fee templates used by field staff for the above-mentioned projects based on the agreed upon pricing strategy
- Manages the creation of required structures in PRIMA and the upload of the related budgets as per the agreed calendars.
- Contribute in the creation and maintenance of a library of KPI for the GHAP projects from an administrative and financial perspective.
Other admin-finance support tasks
- Assist internal/external auditors by providing relevant documents and information on a timely basis and ensure the implementation of the audit recommendations relating to the Team’s role.
- Document, consolidate and update policies, guidelines, procedures, and work instructions manual of GHAPs.
- Supervise, coach and train all GHAP financial monitoring team members and ensure that the necessary resources are provided to assist them in the performance of their assigned tasks.
- Update training modules, materials and presentations on GHAPs and deliver them, directly or as webinars.
- Provide financial guidelines and instructions to field missions in coordination with the supervisor and relevant Units in MAC and HQs.
- Ensure the preparation and submission of the monthly salary projectization of MHD HQs and MAC staff to MHRO payroll and local HR Units, respectively.
- Provide appropriate budget line(s) upon request as well as guidance on administrative and financial matters to the MHD MAC team in consultation with the Finance and Administrative Officer.
- Based on observations from the field recommend process and internal control improvements and ensure adherence to financial reporting and other financial requirements of IOM.
- Implement record retention or back-up system for historical and active files of GHAPs handled by the team related to budgets, reports, instructions, as appropriate and support CO’s in doing the same for the local level.
- Contribute to the preparation of the MHD Annual Financial report.
- Travel-on-duty in relation to any of the above tasks.
- Perform such other duties as may be assigned.
Education
- Master’s degree in Accountancy, Business Administration, Finance or a related field from an accredited academic institution; or
- University degree in the above fields with at least two years of relevant professional experience in the field of accounting, finance, budgeting and management reporting.
- Professional certification such as Certified Public Accountant (CPA) or equivalent is an advantage.
Experience
- Experience in the field of accounting or finance.
- Experience working with ERPs (e.g. SAP) or related systems is a must.
- Supervisory experience - a must;
- Experience in writing narratives for financial performance reports and/or budget analyses is a must;
- Experience in audit procedures and invoicing - an advantage;
- Experience in producing standard operating procedures or work instruction manuals and/or in automating financial, budgeting and invoicing processes is an advantage.
- Experience in delivering webinars and trainings, an added advantage.
- Proven analytical and problem-solving skills.
- Excellent communication and leadership skills.
- Computer literacy in general and proficiency in MS Excel in particular is a must.
- Sound knowledge of accounting systems - IPSAS in particular - an advantage.
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
