Context

The Human Resources Administration Unit (HRAU), located in the Manila Human Resources Operations and Administrative Services (MHRO), is responsible for providing the full range of personnel support services pertaining to administration of contracts, benefits, and entitlements to Professional staff worldwide and General Service staff in Switzerland. 

Under the overall and direct supervision of the Head of HRAU, the successful candidate will provide support to the HRAU Team by helping to address concerns from clients / staff in line with policies and staff rules and regulations related to HR actions carried out by the unit. The successful candidate will also provide technical and admin support services relevant to the HR Support Portal for HRAU.

Core Functions / Responsibilities

  1. Assist the HR Transactions Specialist in carrying out duties as the focal point in human resources processes and transactions by supporting the Head of HRAU, the National Human Resources Officers (NHROs) (HR Administration), and the Team Leads with the timely resolution of complex cases and concerns escalated by clients / staff. 
  2. Prepare, review, and update relevant HR reports in coordination with MHRO units. 
  3. Provide inputs to improve HR transactions, processes, reports, and data integrity.
  4. In coordination with the HR Transactions Specialist, develop regular ‘Top Tips’ to inform Professional staff worldwide and General Service staff in Switzerland of their benefits and entitlements. 
  5. In collaboration with the HR Transactions Specialist, participate in the implementation of new HR policies and in any activities that lead to enhancements or modifications of HR processes and workflows, especially in the HR Support Portal.
  6. Handle administrative matters related to FreshService and create system enhancements for the evolving needs of the unit. 
  7. Provide technical support to the HRAU Team and other stakeholders for FreshService technical requests. 
  8. Enter all Service Level Agreements (SLAs) into the system, maintain a tracker on adherence to the SLAs, and submit regular reports to the HR Transactions Specialist with in-depth analysis on compliance. 
  9. Provide statistical reports on transactions based on analysis of data contained in FreshService.
  10. Alert the HRAU team about tickets that are overdue or will soon be overdue, as per the new SLAs. 
  11. Process HR actions related to administration of staff contracts, benefits, and entitlements, including staff movements, within the agreed SLAs for each action. 
  12. Update accurately Human Resources master data in the Organisation’s Enterprise Resource Planning (ERP) system and assist with e-filing in SharePoint for the relevant regional desk, as required.
  13. Perform other related duties as may be assigned.

Education

  • Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field with four (4) years of relevant professional experience; or
  • High school diploma with six (6) years of relevant experience.

Experience

  • Experience in HR Management and personnel administration
  • Experience using an ERP system
  • Experience in an international organization, non-governmental or governmental organization in a multicultural setting is an advantage.
  • Advanced knowledge of Microsoft Office Suite
  • Knowledge of IOM/UN HR procedures and rules is an asset.
  • Knowledge of SAP is highly desirable.

Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
