Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context
Under the overall supervision of the Senior Human Resources Officer (Global Roster) and the direct supervision of the National Human Resource Officer (Global Roster), the successful candidate will assist in activities related to sourcing, attraction, and recruitment marketing as well as applications screening to support the building of talent pool with an aim to reduce the time-to-fill for professional level positions globally.
Core Functions / Responsibilities
- Support the Recruitment Unit in building and maintaining a talent pool of pre-screened prospective candidates for current and future job openings to reduce the time-to-fill.
- Manage job opportunities/postings on the career pages and external job boards and assist in sourcing and outreach activities using internal and external channels (emails, job boards, social media, professional networks, etc.) to identify potential candidates.
- Review eligibility and qualifications of shortlisted candidates and provide advice to ensure balance, diversity, transparency, and fairness.
- Respond in a timely manner to e-mail inquiries pertaining to recruitment and selection processes within the area of responsibility and flag any issues or exceptional requests related to the application of IOM’s recruitment policy and guidelines, so they are addressed in a timely manner. Serve as a point of contact for candidates, providing timely and professional communication.
- Coordinate vetting experts/selection panels’ assessment for various requisitions assigned including supporting with pre-screening applications, coordinating assessments, drafting recommendations for review and approval, and ensuring a smooth end-to-end journey to all stakeholders involved in the recruitment process. Support with conducting reference/background check (including any vetting process).
- Coordinate and participate in recruitment marketing and employer branding activities including job fairs, and other recruitment events.
- Ensure compliance with HR policies, regulations.
- Maintain auditable records of requisitions assigned. Assist in maintaining and updating HR records, databases, and applicant tracking systems. Identify and analyse areas for improvement related to procedures and processes as well as recurrent issues related to the application of recruitment guidelines and make recommendations to ensure synergy between rostering and recruitment operations. Participate in the provision of training to the recruitment unit stakeholders.
- Perform such other duties as may be assigned.
Education
- University degree in Human Resources, Business administration, Industrial and Organizational Psychology or any related field from an accredited academic institution, with four (4) years relevant professional experience;
- Completed High School degree from an accredited academic institution, with six (6) years of relevant professional experience.
Experience
- Experience processing human resources transactions and exposure to talent acquisitions and talent management concepts and processes.
- Experience using social media to serve recruitment and selection objectives.
- Experience supporting recruitment and selection in humanitarian or non-for-profit organizations is desirable.
- Experience on Human Resources statistics is desirable; Experience working in a multi-cultural setting an advantage.
- Knowledge of IOM/ UN personnel and financial policies and staff rules and regulations an advantage.
- Ability to work autonomously in a high paced environment and deliver accurately on a wide variety of tasks.
- Sound client orientation and ability to build trust with various internal stakeholders.
- Proven capacity in managing difficult clients with an outlook on results and impact.
- High level of computer literacy, experience with HR IT systems and applications.
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
