Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context
The Human Resources Administration Unit (HRAU), located in the Manila Human Resources Operations and Administrative Services (MHRO), is responsible for providing the full range of personnel support services relating to the administration of contracts, benefits, and entitlements to IOM staff in the Professional category and General Service staff in Switzerland.
Under the overall supervision of the Chief, MHRO and direct supervision of the Head, HRAU, the successful candidate will provide advice and guidance to HRAU on human resources policy and staff rules and regulations, relating to human resources actions carried out by the team. This role also entails capacity building for HRAU, the creation of Standard Operating Procedures, and documenting processes.
Core Functions / Responsibilities
- Provide expert advice, guidance, and direction on the interpretation and application of particularly complex human resources policies, regulations, and rules (e.g. Education Grants, Incapacity and Partial Disability Insurance, and a limited number of other complex entitlements). Refer all other cases to the HR Specialist (Transactions) to support the Team Leads of the Regional Desks
- Review and approve Personnel Actions as defined in the HRAU Transaction Approval Matrix.
- Document and prepare Standard Operating Procedures (SOPs) and internal guidelines for all transactions carried out by the HRAU. Review processes continually for potential streamlining and improvements.
- Establish, revise and implement effective administrative procedures and internal controls reflecting HRAU’s work.
- Develop key performance indicators and service level agreements for all transactions performed by HRAU.
- Review audit recommendations relating to HRAU and coordinate and prepare appropriate responses.
- Assess staff training and development needs and requirements within the HRAU and develop and implement an appropriate training plan in collaboration with the HR Specialist (Transactions).
- Work closely with the HR Specialist (Transactions) in providing coaching, guidance, and mentoring while delivering regular capacity-building sessions for members of the HRAU.
- Co-organise and co-facilitate global and regional staff webinars and co-develop regular ‘Top Tips’ with the HR Specialist (Transactions).
- Coordinate with Regional Offices and the Department of Human Resources (DHR) as necessary on human resources projects.
- Contribute to the preparation of reports pertaining to human resources administration.
- Function as alternate validator in the absence of the HR Specialist (Transactions).
- Reinforce the standard of conduct and respectful working environment, as well as promote commitment to maintaining mutual respect, safety, and tolerance in the workplace.
- Perform other related duties as may be assigned.
Education
- Bachelor’s degree in Human Resources, Business Administration, Psychology or related field with four years of relevant professional experience; or,
- Master’s degree in above or related field with two years of relevant professional experience.
Experience
- Experience in Human Resources Management.
- Experience using an ERP system.
- Experience in an international organization, non-government or government institutions /organisation in a multi-cultural setting is an advantage
- Experience documenting procedures / developing standard operating procedures highly desirable.
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint and Outlook.
- Knowledge of IOM/UN HR procedures and rules is an asset
- Knowledge of SAP highly desirable.
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
