Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context
Under the overall supervision of the Sr. Resource Management Officer and direct supervision of the National Human Resources Officer, the successful candidate will be responsible and accountable in providing overall specialized support for recruitment, selection and hiring process for the Manila (Global) Administrative Centre.
S/he will also be responsible for carrying out duties in the following areas:
- Recruitment, Selection and Hiring of positions at National Officer and General Service Category;
- Direct recruitment and hiring of interns and local/international consultants;
- Establishment and Reclassification of position;
- HR Reporting, Organization Management Maintenance and Recruitment Tracker Monitoring;
- Capacity building/Quality Control.
Core Functions / Responsibilities
Recruitment, Selection and Hiring of positions in the Manila (Global) Administrative Centre
- Oversee and guide HR Assistants in providing administrative support in the areas of recruitment, selection and hiring process.
- Review and process recruitment requests and ensure that the Post Description (PD), position title and grade levels are in line with IOM standards.
- Draft, coordinate, and advertise vacancy announcement for positions at national officer and general service category.
- Recommend recruitment platforms that are cost-effective to widen the pool of candidates
- Prepare documentations for Vacancy Notices (VNs) and Special Vacancy Notices (SVNs) such as Interview Protocol, , Candidate Assessment Form, vacancy and link to the applications.
- Review the required qualifications of the shortlisted candidates proposed by the selection panel. Recommend for testing and interview if the candidate meets the IOM Recruitment standards.
- Contact shortlisted candidates to verify their interest and availability. Provide basic information about the VN/SVN and respond to inquiries concerning employment opportunities and conditions of service.
- Participate in the panel interview, assessment and final selection of candidates for positions at National Officer and General Service Category.
- Prepare the conditional job offer and conduct the job offer discussion with the selected candidate.
- When necessary negotiate with the selected candidate in coordination with the hiring supervisor and National HR Officer (MAC Local HR Support Unit).
- Prepare the completed on-boarding requirements of selected candidates, create/update position ID, coordinate with Medical Insurance Unit for MSP Adminission, and endorse to MAC HR Personnel Administration team for the hiring execution.
- Send letter of regrets to unsuccessful candidates.
Direct recruitment and Hiring of Consultants
- Oversee the coordination and processing requests for direct recruitments and
- consultants and ensure that the Terms of Reference (TOR), position title and salary/all-inclusive fee are in line with IOM standards.
- Search from talent pool (such as Jobstreet. LinkedIn, Application Repository and MAC Local HR roster) and recommend for possible candidates who are interested in temporary post and consultancy work.
- Review the TOR and assess if the duties and responsibilities closely reflect the profile and grade required by the hiring unit.
- Participate in the interview, assessment, and selection of candidates.
- Ensure that all the documentation for direct recruitment and hiring of consultants are complete.
Establishment and Reclassification of Position
- Prepare required documentation for the establishment of new position or reclassification and send it to PAC - Organizational Design and Classification Unit (ODU) for rating / classification.
- Provide inputs to PD revisions as necessary.
- Serve as conduit between the requesting unit and PAC ODU in case of clarification.
- Draft promotion calculation for incumbents approved for reclassification for PAC ODU clearance.
HR Reporting
- Prepare recruitment statistics and monthly reports to ensure continuous improvement of service turn-around-time (TAT).
- Monitor and update tracking lists for recruitment related activities including recruitment metrics, re/classifications requests, salary projectization, and OM update, .
- Submit recruitment quality objectives including YTD report.
- Finalize weekly internal vacancy announcement and monthly release of new hire announcement.
Capacity building/Quality Control
- Conduct MAC HR orientation to new staff members and ensure smooth on-boarding of new hires.
- Act as focal point for maintaining and updating the HR Manila mailbox and Drupal based application repository.
- Assist in the administration of policies relevant to recruitment and selection, contract type, entitlements, classification and reclassification, etc.
- Maintain MAC’s Organization Management (OM) in SAP by ensuring the correct encoding and update of organizational unit, position ID and salary projectization (WBS).
- Review MAC’s organizational structure in coordination with the National HR Officer and the unit head
- Create or designate position ID, salary projectization, and reporting lines for newly hired, transferred and promoted staff members
- Ensure that approved structural changes are reflected in SAP for proper administration of Staff Evaluation System (SES)
Other duties and responsibilities
- Propose strategic recruitment initiatives to widen pool of candidates and expand networks.
- Coordinate with external vendors, universities, head hunters, UN agencies and other international organizations for staffing need as necessary.
- Improve recruitment marketing efforts to establish brand image/awareness to potential candidates
- Explore right recruitment tools and candidate engagement
- Respond to recruitment related queries for local staff.
- Provide recommendations to streamline recruitment procedures and work processes.
- Provide inputs for new procedures to complement or to adapt existing instructions taking into consideration the specific needs of the office
- Perform such other duties as may be assigned.
Education
- University degree in Human Resource Management, Business or Public Administration, Behavioural and Organizational Development Studies, Psychology, Social Science or other related fields from an accredited academic institution, with four years of relevant professional experience; or
- Completed High School degree from an accredited academic institution, with six years of relevant professional experience.
Experience
- Experience in human resource management, recruitment, organizational development, job evaluation and general administrative work;
- Experience in leading and supervising a team;
- High level of computer literacy with experience in HR IT systems and applications; working knowledge of SAP an advantage;
- Knowledge of IOM/UN personnel policies and staff rules and regulations an advantage.
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
