Context

Under the general supervision of the National Central Accounting Officer and under the direct supervision of the CAS-Financial Reporting Supervisor, the successful candidate is responsible for the following functions:

Core Functions / Responsibilities

Quarterly and Year-end Reporting

  • Prepare the year end reports:
    • Financial Instruments – currency exposure and sensitivity analysis (Financial Risk Disclosure – Note 1) Transaction ZFRD1
    • Financial Instruments – currency exposure and sensitivity analysis (Financial Risk Disclosure – Note 3) Transaction ZFRD3
    • Aging Report - AR Others (Splitting of Current and Noncurrent)
    • Forex Report - Realized/Unrealized forex gain (loss) and Transfer Between Projects
  • Incorporate and arrange FMR schedules into the FMR Consolidated Schedule Template for submission to ACO

Special Donor Financial Reports

  • Prepare summary list of projects due for reporting for MPTF, CERF, UNTFHS and UNFPA.
  • Send email advice in relation to MPTF, CERF, UNFPA and UNTFHS reporting deadline, guidelines and requirements.
  • Facilitate and monitor the submission of interim and final financial reports for projects funded by CERF, MPTF, UNFPA, UNDP PCA and UNTFHS in line with the annual reporting requirement of the donors through constant coordination with relevant offices and RAFs.
  • Consolidate all endorsed MPTF financial reports, and upload in MPTF’s central database within established timeframes.
  • Perform monthly reconciliation/comparison/checking of recorded transfer of Funds by MPTF and recorded receipt by Revenue.
  • Ensure that consolidated report database is updated at all times.
  • Monitor final financial reports for ended CERF, MPTF, UNFPA and UNTFHS funded projects as endorsed by RAS / PAS to ensure that any unutilized funds are refunded to donors on a timely manner.
  • Performs MPR preparation and requires close coordination with RAS/PAS, Revenue, offices and MTS to ensure immediate facilitation of fund transfer.
  • Assist in the preparation of Report 12A and other UNDP PCA reports as required in line with the donors specific reporting deadlines.
  • Ensure that hard copies of relevant CERF financial reports as endorsed by RAS are complete and properly scanned for the timely submission to donor.

Others

  • Facilitate the clearing of remaining USD balance for GLs due for closure with due coordination with PCST and RAS units.
  • Assist in the timely mass upload of entries related to Basic Workstation Software Licenses, Reinstatement of Cash and Bank, In-mission payment entries for International Staff Salaries, and Terminal Emolument Reclassification including exceptional entries for mass upload approved by ACO.
  • Assist in PRISM user acceptance testing of reports including Ageing Report - AR Others, Forex report on realized gain (loss), and Forex Reinstatement Report.
  • Assist in the monitoring and follow-up submission of asset inventory/stocktaking supporting documentations.
  • Following up offices for those retired assets without proper approval codes (ADF#) and with approved ADF but not yet retired.
  • Assist mission relevant to their query on depreciation charges.
  • Assist in blocking of assets once office requested to mass block the given listed items.
  • Perform other year-end accounting functions as may be required
  • Facilitate and analyze request and record adjustment appropriately on overhead and terminal emoluments adjustment related to costing sheets

Education

  • University degree in Accounting or any related field from an accredited academic institution, with two years of relevant professional experience; or
  • Completed High School degree from an accredited academic institution, with four years of relevant professional experience;
  • Preferably a Certified Public Accountant or equivalent.

Experience

  • Experience in the field of accounting or finance including the preparation of annual financial reports and management reports
  • Knowledge of accounting systems and/or SAP plus generally accepted accounting principles and internal controls;
  • Computer literacy including proficiency in MS Office applications
  • Good analytical and problem-solving skills;
  • Commitment, efficiency, flexibility, self-motivation, creative   thinking and strong organizational skills;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Ability to communicate effectively and draft correspondences in English; working knowledge of Spanish or French, an advantage.

Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
