Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context
Under the general and direct supervision of Senior Resources Management Assistant, and overall supervision of National Resources Management Officer (Manila Financial Services - Emergency Support unit), the successful candidate will be accountable and responsible for providing resources management services related to finance and administrative support to the Manila Emergency Support Unit. The successful candidate will be given financial planning, monitoring, analysis and reporting tasks, statistical reporting, and administrative support functions related to the global program monitored by Manila Emergency Support Unit and other related resources management areas and in close coordination with the Department of Finance and Administrative Management – Emergency Support Unit (DFM ESU).
Core Functions / Responsibilities
Financial Monitoring and Reporting
- Generate financial and statistical reports and perform statistical reviews to ensure adherence to relevant standard operating procedures (SOPs) set forth by Programme.
- Perform review of invoices and bookings, coordinate with relevant implementing missions, and provide support with the payment process.
- Prepare the reconciliation of accommodation funds and travel credits in accordance with the terms of the donor agreements.
- Review project expenses on donor platforms (e.g., Airbnb Salesforce) and perform analysis of actual expenses versus approved budget and that incurred costs are deemed eligible under the respective projects.
- Notify IOM field offices, MAC and HQ regarding budgetary and expense issues and follow through resolution.
- Prepare quarterly and annual expense reports in the donor required format.
Other tasks
- Assist in the staff cost projectization, monitoring, cost estimates and reviews.
- Review and clean-up long outstanding commitments.
- Update the documentation for all processes being handled.
- Perform other related tasks as may be assigned.
Education
- University degree in Accounting, Business Administration, Finance or a related field from an accredited academic institution, with three years of relevant professional experience; or
- Completed High School degree from an accredited academic institution, with five years of relevant professional experience.
- Preferably a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) or its equivalent.
Experience
- Experience preferably in project monitoring and tracking, administrative and finance functions.
- Experience in audit an advantage.
- Excellent organization and analytical skills, attention to details, and ability to work with minimum supervision.
- Sound knowledge of accounting systems and/or SAP plus generally accepted accounting principles, business risk controls, and audit/review procedures.
- Proficiency in MS Office and Web-based applications.
- Excellent communication, interpersonal and writing skills.
- Sound knowledge of financial rules and regulations.
- Sound knowledge of International Public Sector Accounting Standards (IPSAS).
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
