Context

Under the overall supervision of the Chief, Manila Human Resources Operations, and the direct supervision of the National Payroll Officer, the successful candidate will be responsible for the timely and accurate global processing of the payroll for the International and/or National staff members worldwide including non-staff members (Consultants and Interns) wherever applicable.

Core Functions / Responsibilities

  1. Responsible for processing the regular monthly and/or off-cycle payroll and entitlements such as settling-in-grants, advances, termination emoluments, etc. 
  2. He/she will be accountable for the compliance with relevant internal controls. Periodically evaluates sufficiency of internal controls and recommends improvements as necessary. 
  3. Ensure strict compliance to payroll schedule and relevant rules and regulations. 
  4. Review and reconcile payroll accounting files and other payroll reports before endorsement to National Payroll Officer and before submissions to offices and other stakeholders. 
  5. Validate back-end foundation data in the system to ensure correctness of calculations of salaries and entitlements and take corrective measures as necessary. 
  6. Check monthly statistical reports and other ad-hoc payroll reports. Works with the National Payroll Officer to establish and design other reports necessary for administrative and management purposes. 
  7. Ensure accuracy and validity of input calculations/coding to ensure that such entries are in line with staff and financial rules and/or other administrative issuances. 
  8. Monitor reconciliation of staff members accounts monthly or periodically to clear open items related to entitlements; follow up with the staff members to ensure prompt recovery of any amounts due to the organization. 
  9. Work closely with colleagues in the unit to promptly address queries, concerns, and issues related to staff salary. 
  10. Take action from planned, unexpected or exceptional changes in relevant policies which alter the usual business processes. Propose actions and changes to supervisor as required. 
  11. Develop tools/matrix to automate and facilitate the work of the unit. 
  12. Work closely with OSU and ITC on business requirements for system development or enhancement. 
  13. Work with the Manila Financial Services (MFS), Accounting Department (ACO), Budget, Mission Finance, Internal and External Auditors, Resource Management Officers (RMOs) concerning accounting issues, payroll reporting and documentation. 
  14. Stay abreast of changes in human resources policies as they relate to benefits and allowances. 
  15. Perform other related duties as required.

Education

  • Completed university degree in Finance, Accounting, or a related field from an accredited academic institution with 5 years of relevant work experience; or, 
  • Completed High School degree from an accredited academic institution, with 7 years of relevant professional experience. 
  • Certification as a Certified Public Accountant (CPA) an advantage.

Experience

  • Experience in corporate payroll operations with knowledge of banking and accounting systems, generally accepted accounting principles, business risk controls.
  • Knowledge of IOM financial policies and staff rules and regulations, an advantage. 
  • Experience with SAP/Oracle HR and payroll system and applications, an advantage.
  • High level of computer literacy. 
  • Thorough working knowledge of payroll systems and procedures, salary calculations and accounting made through payroll systems. 
  • Adaptation/knowledge in ERP environment an advantage.

Languages

For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
