Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context
Under the MHRO Recruitment Unit of the Manila (Global) Administrative Centre, IOM, the successful will collaborate closely with our recruitment team to design, develop, and deliver a high-quality e-learning module ensuring the module is adaptable for various stakeholder roles within the recruitment process. The focus will be on enhancing stakeholders understanding of the following key areas:
Core Functions / Responsibilities
- Generating engaging and interactive content, including case studies, simulations, and assessments, that align with the identified competencies required for stakeholders in the recruitment process.
- Establishing recruitment fundamentals from an end-to-end IOM perspective, covering but not limited to best practices, understanding job requisitions applicable workflows, role profiles, candidate specs, sourcing strategies etc.
- Identifying the right assessment methods combination (advantages and disadvantages) and applying them optimally.
- Applying interview techniques efficiently while avoiding common bias.
- Making evidence-based decisions throughout the process to evaluate candidates’ fit.
- Addressing ethical issues such as Diversity, Equity and Inclusion, data privacy and confidentiality, compliance with policies and any other considerations necessary.
- Developing an evaluation system to measure the effectiveness of the training and the acquisition of competencies by the targeted stakeholders.
Education
- Master’s degree in education or learning and development, Human Resources or Talent Management field, Instructional Design from an accredited academic institution; or,
- University degree in the above fields with two (2) years of relevant professional experience; and,
- Professional certification related to training.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Proven experience in instructional design and e-learning development.
- Familiarity with recruitment processes and hiring best practices.
- Experience with e-learning development software (iSpring, articulate 360, Adobe Suite, and Vyond) highly desirable.
- Experience in designing learning experiences that comply with international accessibility standards.
- Experience developing training support materials (training communications, end user manuals, user guides, quick reference guides)
- Strong communication skills and the ability to convey complex concepts in a user-friendly manner.
- Functional experience/ first-hand knowledge in recruitment or talent management.
- Excellent knowledge of learning theories and instructional design models.
- Basic knowledge on Learning Management Systems (Moodle, Cornerstone OnDemand etc.)
- Lesson and curriculum planning skills.
- Visual design skills (Photoshop, Illustrator) and ability to storyboard.
- Ability to write effective copy, instructional text, audio scripts/video scripts, with consideration of diversity and inclusion aspects.
- Good knowledge of online training and e-learning content development.
- Strong writing and training materials development skills.
- Proficient in Microsoft Office suite (MS Word, PowerPoint, Excel, Visio, and Outlook).
Languages
For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
