Through this pilot project, IOM will assist the Ministry of Overseas Indian Affairs (MOIA) in the establishment of a model system for ensuring proper outreach on safe and legal migration and successful delivery of pre-departure orientation for migrant workers prior to departure. The approach will be twofold: a) Enhancing the capacity of NGOs/civil society members to raise awareness about the risks of irregular migration and the advantages about safe and informed legal migration b) Establishing an institutionalized training of trainers programme on disseminating correct and relevant information among potential migrants through information dissemination and pre-departure training.
Based on the success and lessons learned from this project, MOIA will upgrade its skills base and pre-departure orientation programme based on the IOM model. 1035 funding has been requested for the needs assessment and the implementation of the pilot project in one selected State.
