The Federated States of Micronesia (FSM) faces unique migration challenges and opportunities due to the geography, level of economic development, urbanization, increasing impact of climate change and natural hazards, as well as the Compact of Free Association (COFA) with the United States of America. However, the potential that migration can bring to the socioeconomic development of FSM is largely untapped due to the lack of a national policies on migration. While the COFA allows for FSM citizens to freely live and work in the United States – contributing to high rates of emigration - limited data is available on the migration trends, including information on the diaspora and remittances.
The objective of this project is to contribute to an improved migration policy that facilitates and supports migration governance in FSM and enhances the benefits of migration for national development. It is expected that the national migration policy will enhance coordination at the different levels of government around the four pillars of migration management: migration and development, facilitating migration, regulating migration, and forced migration. This project will support the development of the policy by establishing inter-agency cooperation through an interdepartmental committee led by the Department of Foreign Affairs, tasked with designing the National Migration Policy for the FSM. IOM will then provide technical support and capacity development to the technical committee to draft a comprehensive and evidence-based policy document in accordance with regional and international standards and based on inclusive multi-sectoral consultations.
