The overall objective of this project is to strengthen the capacity of the Government of the Republic of Kiribati (GoK) to formulate and implement strategic interventions that facilitate effective and sustainable labour migration solutions to the challenges posed by climate change. This falls under the GoK aim to facilitate “Migration with Dignity” in the face of rising sea levels and environmental degradation of their land.
To meet this objective, the International Organization for Migration (IOM), in close collaboration with the Kiribati Ministry of Labour and Human Resources Development (MoLHRD), will support two key interventions. First, IOM will recruit and place a technical expert in the Ministry to develop a labour market information system (LMIS) for Kiribati, and build local capacity to manage the system. Second, IOM will organise a regional forum – to be held in Nadi, Fiji - on labour migration to share information with other countries in the Pacific region which are facing similar challenges.
These actions are intended to achieve two outcomes: i) GoK demonstrates the ability to use the LMIS to design evidence-based policies facilitating labour migration; ii) GoK officials have created synergies with other regional labour migration initiatives in the region and made progress toward establishing a sub-regional system for sharing information on foreign employment opportunities.
It is envisaged that these two outcomes will address challenges which are confronting Kiribati, as well as other countries in the Pacific, particularly Small Island Developing States (SIDs). By establishing a LMIS and facilitating regional cooperation and information sharing on foreign employment this project will lay the groundwork for evidence-based interventions on labour migration and provide I-Kiribati with access to information on labour migration opportunities throughout the region.
