According to the Moldovan Government's "Prosperous, Safe, European Moldova" activity program and the Integrated State Border Management Program for 2022-2025, the implementation of an API/PNR system is a strategic priority for the country. Recognizing this priority, this initiative aims to enhance intelligence-based passenger information systems in the Republic of Moldova, in partnership with the UN Countering Terrorist Travel Programme.
The project's objective is to establish a state-of-the-art national Passenger Information Unit (PIU) that serves as a proficient multi-agency entity for gathering, analysing, and sharing passenger information among government agencies. This will enable the Moldovan authorities to conduct passenger screening and processing more efficiently while strengthening border management measures. The International Organization for Migration (IOM) will provide support to the General Inspectorate of Border Police (GIBP) and national authorities in setting up the PIU, ensuring compliance with ICAO standards and the protection of human rights and fundamental freedoms. Throughout the implementation, the project will primarily focus on establishing the necessary infrastructure and technology, as well as enhancing personnel capacity. Special attention will be given to addressing irregular migration, upholding migrants' rights, and raising awareness among national authorities regarding the benefits and essential steps required for the successful establishment and operation of these systems. By undertaking these activities, the project aims to create a sustainable mechanism for continuous capacity building and improved intelligence-led border management.
