An increasing outflow of qualified professionals and youth from Kazakhstan remains a challenge for socioeconomic development of the country. An IOM study in 2019 on youth migration has shown that 41.7% of emigrants from Kazakhstan are open to returning, depending on available opportunities in Kazakhstan. It is imperative for the Government of Kazakhstan to focus on diaspora engagement by establishing and maintaining relationships with the Kazakh diaspora and leveraging potential socioeconomic benefits. The proposed project aims to contribute to strengthening the Government of Kazakhstan’s outreach to diaspora members and organizations for sustainable development in Kazakhstan, particularly through: i) diaspora mapping using big data techniques and an in-depth study on Kazakh diaspora in the Russian Federation; ii) an assessment on relevant policies and institutions for diaspora engagement with gender considerations, which would generate recommendations for Kazakh state and non-state actors on necessary reforms; and iii) development of a diaspora communication strategy.
