The East African Community (EAC) prioritises regional integration, trade and the free movement of people in achieving the region's goal of expanding its market. However, the free movement of people has come amid regional and global health threats. Moreover, outbreaks present challenges in terms of increased risk of diseases spreading across-borders, which can overwhelm the national health systems as seen with the case of the COVID-19 pandemic outbreak. The EAC strategic roadmap for health programming has been developed as a guide to the EAC Secretariat and its partner States for the period 2023 to 2028. While the roadmap is a consolidated and collective engagement to advance the EAC region's public health and health security agenda across-borders, there is a need for continuous support to the EAC Secretariat and Member States to ensure the successful implementation of the activities stated in the roadmap.
This project aims to contribute to effective public health emergency preparedness and response in the EAC by supporting the implementation of the 2023-2028 EAC roadmap for cross-border health programming at Points of Entry (PoEs). The project will achieve this objective through supporting the development of an EAC Minimum package of Essential Health Services for PoEs (Output 1.1), a training package related to Health Border Mobility Management (HBMM) at PoEs (Output 1.2) and SOPs setting standards for Community Event-Based Surveillance (CEBS) and Risk Communication and Community Engagement (RCCE) within border communities (Output 1.3). The project will also support other roadmap priorities by developing an assessment of EAC partner States’ digitalisation strategies of personal health information and identifying opportunities for cross-border health information management and digitalisation (Output 1.4). Finally, the project will produce communication materials to promote visibility of its activities and the sustainability of project results will be discussed with key stakeholders (Output 1.5). All deliverables will be presented and submitted for validation of the relevant EAC Technical Working Groups. As a result, EAC partner States will take steps to implement the 5-year roadmap for cross-border health programming at Points of Entry, including through strengthened coordination and capacities to monitor health threats along the mobility continuum.
