Within the context of the Syrian crisis and Turkey’s position as a country hosting more than 4 million migrants, migrant children represent one of the groups most vulnerable to abuse, exploitation or rights violations, yet most in need to specialized services to support their development and integration in Turkey. According to the latest figures of the Directorate General of Migration Management (DGMM), as of December 2017, 47% of registered refugees are children under the age of 18, while there are an unknown number of non-Syrian migrant children in Turkey who are potentially even more marginalized from services and protection. Nevertheless, the capacity of the Government of Turkey to provide child-rights based services and specialized assistance to migrant children in often extreme situations of vulnerability, is limited, while referral and assistance mechanisms are ad-hoc and not functioning effectively. As the Government of Turkey is starting to approach the Syrian crisis through a more sustainable developmental framework, the Ministry of Family and Social Policies (MoFSP) has requested support from IOM Turkey to strengthen its protection response to uphold the rights of migrant children, including unaccompanied migrant children (UMCs), with a specific focus on sustainable solutions including integration.
