Libya is often seen as a transit country but has also traditionally been a destination country for migrants seeking better opportunities. Through this project, IOM will seek to contribute towards the development of an effective migration governance framework in Libya that is aligned with international standards and oriented towards accountable management of migration that allows for improved conditions of migrants in Libya and recognizes economic benefits of migration. The project’s expected outcome will be that Libyan authorities at the national and local level engage in the development of evidence-based migration management policies, with a focus on international standards. These policies should be in line with international standards as well as with priorities set by the Government of Libya in their Voluntary National Report on the implementation of the Global Compact for Safe, Orderly and Regular Migration, oriented towards accountable management of migration that allows for improved conditions of migrants in Libya and recognizes economic benefits of migration. Through capacity-building and consultation efforts, the project will seek to support national and local authorities to increase their knowledge and skills on migration governance related topics. The project’s main activities will include a structured analysis of the current situation in Libya in terms of migration management, a study visit to a champion country, several workshops to expand national and local authorities’ engagement in migration governance and training sessions on labour migration and migration governance more generally.
