The Darien province has been characterised as one of the most important transit points for extra-regional migrants in the Americas in the last decade. In 2021, the Darien province experienced an unprecedented number of migrants entering Panama, with a record number of more than 133,000 migrants crossing the thick tropical forest, exceeding the existing institutional capacity. The forest crossing is characterised by numerous terrain difficulties; however, during 2021, there was a growing concern in the elevated numbers of reports related to gender-based violence (GBV), and more specifically of sexual violence, targeted mainly at migrant women crossing the Darien gap. This project aims to strengthen local government protection capacity to improve physical and mental health of GBV survivors who have crossed the Darien gap. To achieve this, a mapping and an assessment of local protection actors, services, and current capacities to address GBV in Darien will be conducted (Output 1.1); local actors responsible for the overall support provided to migrants will increase their sensitivity and understanding on GBV through awareness raising trainings (Output 1.2); Standard Operating Procedures for the care of GBV survivors that guarantees their timely access to medical care and other key specialised support services in Darien will be developed in coordination with stakeholders (Output 1.3); the local institutional capacities on short-term psychosocial support of GBV survivors at the Migrant Reception Stations (MRS) in Darien will be strengthened through the development and implementation of training manuals (Output 1.4); a "Guide on rights and services for migrants in Panama: Migrant women and gender-locality of Darien" will be developed (Output 1.5); a GBV Safety Audit will be conducted and an Action Plan to prevent the risk of GBV at the MRS in Darien will be developed (Output 1.6); and MRS will increase their capacities (through equipment/material support) to pilot the activities identified in the GBV Safety Audit and the Action Plan (Output 1.7). This approach will lead to protection actors utilising the developed tools and knowledge acquired in their daily tasks with a rights-based and survivor-centred approach for the prevention of GBV and support of GBV survivors (Outcome 1).
