This project aims to build the capacity of the Thai Government and civil society counterparts to better identify victims of trafficking (VOTs) and respond to their individual needs through a coordinated identification and referral process. The project's objective will be reached by building the capacity of a technical-level multi-stakeholder steering committee to train frontline officials and civil society counterparts on effective implementation of Thailand's identification and referral procedures and ensuring that frontline officials, civil society counterparts and the general public are subsequently able to effectively refer suspected victims of trafficking for identification and assistance. This will be achieved by collaboratively developing standardized training and training of trainers curricula, as well as by strengthening standardized forms on identification and referral of VOTs. The training of key government counterparts will be followed by a roll out of the standardized capacity building curriculum by trained trainers and the implementation of a national communication campaign on identifying and referring VOT to both Thai and non-Thai audiences.
