The project aims to contribute to ensuring municipal governments in Brazil are better prepared and more resilient to respond to the challenges posed by the internal migration, environment and climate change nexus, with a view to guaranteeing the protection of the human rights of internal migrants, including the right to a sustainable environment.
This will be achieved by producing new evidence and policy recommendations (Output 1.1), strengthening capacities of local and national actors (Output 1.2) and supporting the development of municipal plans in three target municipalities, to be defined in partnership with the Ministry of Environment and Climate Change (Output 1.3). This will contribute to mainstreaming internal migration, environment and climate change across local policies, plans and strategic decision-making. While the main focus of the project is at the local level, the project will strengthen policy coherence at the federal and state levels as well. The project will also pay special attention to areas such as social protection, which are particularly important when addressing situations of vulnerability that often occur in the context of climate-induced migration.
