This project aims to contribute to the Government of Rwanda (GOR)'s endeavour to provide safe migration routes for Rwanda nationals, migrants and transiting passengers and complement the government's efforts to establish its Advanced Passenger Information/Passenger Name Record (API/PNR) system. In order to do so, this project will support the development of legal and technical frameworks and the institutional capacities of the government for the smooth implementation of the API/PNR system in Rwanda.
